Paul Rosen, former assistant secretary for investment security at the Treasury Department, has joined Latham & Watkins as a partner in the Committee on Foreign Investment in the U.S. and national security practice, the firm announced. At Treasury, Rosen oversaw CFIUS and its investment screening and enforcement activities.
International trade and customs attorney Jon Cowley has rejoined Baker McKenzie as a partner after working as principal counsel for trade and export at Apple, the firm announced. Cowley worked at Baker McKenzie during 2017-21 as a partner in the Hong Kong and Chicago offices. Before that, he was assistant general counsel for customs and international trade at Nike.
Two former senior advisers from the Commerce Department, Sahar Hafeez and Julian Beach, have joined Pillsbury Winthrop in the regulatory business unit and international trade practice, the firm announced. Hafeez rejoins the firm as senior counsel after serving in various roles at Commerce and the White House, most recently as senior adviser to the assistant secretary for industry and analysis at Commerce. Beach joins the firm as special counsel, most recently working as senior adviser and chief-of-staff for enforcement and compliance at Commerce.
Nicholas Czajkowski, a former trade analyst for the Commerce Department, has joined Schagrin Associates, the firm announced. Czajkowski worked at Commerce for over 20 years, conducting various trade remedy investigations, administrative reviews and new shipper reviews.
Kelley Drye added four attorneys from Sandler Travis to its export controls and economic sanctions team, the firm announced. The new additions are partner Kristine Pirnia, special counsel Catherine Cayce, associates Narges Kahvazadeh and Sanam Bhalla, along with non-attorney export controls specialist Molly Stevens.
Holland & Knight opened a new national security and defense industry group that will be led by Washington, D.C.-based partner and former general counsel for the Office of the Director of National Intelligence Jason Klitenic. Other members of the group include former members of the U.S. intelligence community, federal law enforcement officers from DOJ, the Department of Homeland Security, the State Department and the Commerce Department. The group will focus on issues involving national security, including U.S. defense and intelligence contracting, international trade and cross-border regulatory compliance and defense appropriations.
Dan Stirk, former chief counsel for litigation in the Office of the U.S. Trade Representative, has joined Picard Kentz as counsel in the international trade practice, the firm announced. Stirk served as an attorney-adviser at USTR for nearly 18 years, covering World Trade Organization and free trade agreement dispute settlement proceedings, compliance proceedings and arbitration, the firm said.
Three international trade attorneys, Sarah Sprinkle, Jared Cynamon and Marisa Littlefield, joined Sandler Travis, the firm announced. Sprinkle joins the firm as a member and co-lead of the trade remedies practice after most recently working as senior counsel at Akin Gump. Cynamon joins as an associate after conducting trade remedies work at the Commerce Department. Littlefield joins as a customs attorney associate after graduating from the American University Washington College of Law.
Kathryn Herrity, a former CBP auditor, has joined customs compliance firm Deleon Trade as a senior trade auditor, the firm announced. Herrity served as a senior auditor and field quality auditor of CBP's Trade Regulatory Audit in Chicago for the past 14 years.
Regulatory attorney Brett Shumate left his position as partner at Jones Day on Jan. 17, the firm said in a notice to the Court of International Trade. Shumate had appeared as counsel for various companies in the massive Section 301 litigation before the trade court. Shumate joined Jones Day as a partner in 2019 after serving as the deputy assistant attorney general for the federal programs branch in DOJ's civil division.
