Outokumpu Stainless USA, LLC, challenging CBP's denial of its protest claiming its cold-rolled, flat-rolled stainless steel of Harmonized Tariff Schedule subheadings 7219.33.0044, 7219.34.0025, 7220.20.1080 or 7220.20.7080, which carry 25% Section 232 tariffs, should be exempt from the duties, since they were applied to the wrong country of origin.
