In the March 15, 2006 issue of the U.S. Customs and Border Protection Bulletin (CBPBulletin) (Vol. 40, No. 12), CBP issued notices: (a) proposing to modify or revoke two classification rulings on alligator clips used for electrical connection, and (b) modifying and revoking five classification rulings on plastic rubbing templates.
CBP CROSS Rulings
CBP issues binding advance rulings in connection with the importation of merchandise into the United States. They issue the rulings to give the trade community transparency of how CBP will treat a prospective import or carrier transaction. Common rulings include the tariff classification, country of origin, or free trade agreement applicability of merchandise, among other things. These rulings are available in CBP's Customs Rulings Online Search System (CROSS) database.

The U.S. Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) has issued an interim final rule, effective March 8, 2006, that increases the assessment (tax) rate to 2.5 cents (from 2 cents) per hundredweight under the Potato Research and Promotion Plan, on imports of i) seed potatoes and ii) tablestock potatoes imported into the U.S. for ultimate consumption by humans.

President Issues Proclamation
The Washington Post reports that the European Commission will slap antidumping (AD) duties on Chinese and Vietnamese shoes that will be phased in from April, starting at 4 percent and rising to 19.4% for Chinese shoes and 16.8% for Vietnamese footwear over six months. Children's shoes and hi-tech shoes will be exempt. The article adds that these dumping duties could be in effect for up to five years. (WP, dated 03/17/06, www.washingtonpost.com.)
