CBP posted a new “Version 2.0” of its Customs Broker Guidance for the Trade Community on Sept. 8, adding new information on qualifying licensed individual brokers, recordkeeping requirements for broker separation from a client, filer code suspensions and CBP standards for responsible supervision and control, among other things.
The executive at CBP responsible for the two pilot programs collecting data for Section 321 and Entry Type 86 told an audience of brokers that issuing a notice of proposed rulemaking on required data submissions for de minimis shipments is "of the highest priority at CBP right now." He repeated for emphasis, "The highest priority. From the commissioner down, it has been: 'When are we going to get the NPRM?'"

Updated ACE Agency Tariff Code AQX is now available for the USDA's Animal and Plant Health Inspection Service, CBP said in a CSMS message Sept. 8. The flag is available in the certification environment. Starting Sept. 11, the AQX code will begin to be assigned to HTS codes in the production environment, the message said. The flag for this entry will be given a "warning" severity, meaning that you can still file a new entry even if there is no disclaim code related to the flag. Disclaim codes A and B will be usable with the AQX flag, the message said. Filers who submit an entry with HTS flagged AQX without APHIS data or a disclaim will receive the following message: PU2 – DATA MSNG ON HTS – NO ACTN RQD AQX. Cynthia Allen left FedEx Logistics on Sept. 7, and will be “taking some time off with family and friends to lazily contemplate my next career move,” she said in a post on LinkedIn.
