Virgin Islands, Other Territories Facing de Minimis Woes

Rep. Stacey Plaskett, D-V.I., said her home territory, along with Guam, American Samoa and the Northern Mariana Islands, are facing shipping problems due to the end of de minimis, even though the Virgin Islands and those other territories aren't part of the Customs Zone.

"This change creates an additional unfair burden for territorial residents. Our constituents in the Virgin Islands, along with residents of Guam, American Samoa, and the Northern Mariana Islands, should not bear disproportionate shipping costs," she said.

Virgin Islands residents can't send packages via the mail to the mainland unless they use the Zonos Prepay app to calculate and pay duties to CBP before the package is taken to the post office.
