N347340: The tariff classification of monofilament racket strings from Taiwan

HTS: 3916.90.2000, 9903.01.25, 3.1% + 10%,“ monofilament of which any cross-sectional dimension exceeds 1 mm, rods, sticks and profile shapes, whether or not surface-worked but not otherwise worked, of plastics: of other plastics: other: racket strings.”
Item: The product under consideration is the Gamma AMP Moto 16/1.29 string. It is a polyester monofilament hexagonal in shape with a cross-sectional dimension of 1.29 millimeters. It is sold in precut retail packs for restringing tennis rackets. The Gamma AMP Moto 16/1.29 string has a cross-sectional dimension of 1.29 mm.

N347345: The tariff classification of a Dual Channel Power Supply Module from Malaysia

HTS: 9030.89.0100, 9903.01.25, free + 10%, “Oscilloscopes, spectrum analyzers and other instruments and apparatus for measuring or checking electrical quantities, excluding meters of heading 9028; instruments and apparatus for measuring or detecting alpha, beta, gamma, X-ray, cosmic or other ionizing radiations; parts and accessories thereof: Other instruments and apparatus: Other.”
Item: The item under consideration is described as the Dual Channel Power Supply Module, which is designed to provide a wide range of voltage outputs to address the testing and characterization of components, circuits, modules, and other devices. The power supply module is used in research laboratories, design and development, and environmental stress screening. The Dual Channel Power Supply Module is designed to be incorporated into the MP5103 mainframe, which has three module slot bays for accepting a host of various power supply unit (PSU) Instrument Modules. This allows the user to build up a system that enables them to address every changing testing need. The MPSU50-2ST cannot be integrated into other products that contain embedded power supplies and is therefore considered unique to this testing system. The power supply is programmed through the use of ACSII text commands that are sent from a controller to the MP5103 mainframe. These commands control the source levels and output state of the power supply. The power supply module is programmable within the range of -50 V to +50 V. The bipolar output allows users the ability to program positive or negative voltage/current without having to physically switch the test leads. By default, the power supply module does not provide a voltage output when powered on. The user connects the device under test to the output terminals of the power supply module. From the front panel, the user selects the slot option, which displays control settings for the installed module. The user then sets the desired voltage level to be applied to the device. Next, the user sets the current draw limit, over voltage and over current protection values, which are all means to limit the output to the device under test. The user then turns the output on, and the set voltage is applied to the device under test. Measurements of the current draw and readback of the voltage source is displayed on the front panel. The output of the power supply module will remain active until the user turns it off. The device is not supplying power to any other instruments. Its output is directly connected to the device under test in conjunction with determining if it is defective in various ways.

N347347: The tariff classification of a coated polycarbonate sheet from Japan

Item: The product under consideration is Technolloy C101Z, which is an optical sheet. The sheet is composed of polycarbonate that is coated with polymethyl methacrylate (PMMA). Technolloy C101Z is imported in dimensions of 1170 millimeters (mm) by 1650 mm x 0.2 mm and can be cut to a customer’s specifications. The product serves as a light guide panel that allows light to be uniformly distributed. It is primarily used in a flat panel display; however, it can also be used as a light guide panel for automotive door sills, backlights for computer keyboards, etc.

Item: The product under consideration is synthetic rubber ramps. They consist of ethylene propylene diene monomer (EPDM) rubber that is extruded into a “Double P” profile shape which creates a recessed trough throughout the length of the profile. They are produced in widths of 0.75 inches and 1.75 inches and lengths of 25 feet. After importation, these profiles will be kitted with other items to form educational toys.

Item: The three items are scented items. One of the scented items will be packed together for retail sale with an artificial Christmas tree. The first item is identified as the Scent Keeper Christmas Tree Oil Diffuser kit, which includes a tree diffuser, a circular tabletop, and a ½ ounce glass bottle of fragrance oil, packaged for retail sale. The tree diffuser and tabletop base are both made of sugarcane and wood pulp. To use the stem of the tree diffuser is placed into the oil bottle, the oil travels up the tree diffuser and dispenses the fragrance into the air. The second item is identified as the Scent Keeper Pure Oil fragrance is packaged for retail sale in a 1 fluid ounce bottle. The third item is identified as the Scent Keeper Room Spray is packaged for retail sale in a 4 fluid ounce spray bottle. The fourth item, (no item number supplied) is identified as an assortment of styles of pre-lit artificial Christmas trees of varying sizes made of polyvinyl chloride (PVC) and polyethylene (PP). The trees have either LED or incandescent bulbs and can be illuminated by plugging into a power source. They will be marketed and sold to decorate the home for Christmas.
Reason: Although packed together for retail sale, the pre-lit artificial Christmas tree and the Scent Keeper Christmas Tree Oil Diffuser kit, or the Scent Keeper Pure Oil, or the Scent Keeper Room Spray, do not consist of products put up together to meet a particular need or carry out a common specific activity. Item: The first items under consideration are described as collar stays. The collar stays are made of brushed stainless steel and are between two and three inches in length. During use, the collar stays are placed into a sleeve within the underside of a shirt collar. The collar stays maintain collar shape by preventing the collar from curling and wrinkling. The second items under consideration are described as stretch collar extenders. The stretch collar extenders are aluminum buttons with a circular area of black enamel on the front indentation. In addition, an expanding stainless steel coil is threaded through a loop in the aluminum body of the button. During use, the aluminum button is inserted through a button opening on a shirt. Then, the expanding stainless steel coil is secured around a corresponding shirt button. This creates a connection and closes the shirt. Due to the expanding nature of the coil, a shirt can be closed while offering users extra space for movement without altering the shirt.

Item: The first item under consideration is described as a 7-ounce capacity stainless steel pocket flask with a leather cover. The leather cover is wrapped completely around the sides of the flask and is attached with adhesive material. On the top surface of the flask sits a protruding hinge and extension piece to hold the flask’s threaded cap. When opening and closing the flask, the threaded cap is twisted clockwise or counterclockwise and held in place by the hinged extension piece. The second item under consideration is described as a stainless steel pocket tool. The body of the pocket tool holds a small blade, two bottle openers, a corkscrew, and a small Phillips head screwdriver. Each tool is held by a hinge within or alongside the body of the tool when not in use. During use, the tools are gripped by a user and extended out from the body. Installed onto the sides of the body are small pieces of unknown material for gripping purposes. Additionally, a loop with a small keyring extends from the tool body’s end. Prior to importation, both items are placed side-by-side in molded plastic which sits in an open box. The open box is slid into a larger labeled box with a clear plastic window. For ease of opening, the outer surface of the open box features a loop of unknown material for the user to grasp.
