Lawmaker to Renew Bill to Limit Exports of Black Mass, Swarf
Rep. Rob Wittman, R-Va., plans to reintroduce a bill that would restrict exports of two reusable materials: "black mass," a metal-rich mixture that comes from used lithium-ion batteries, and "swarf," metal debris produced during magnet manufacturing.

Wittman told Export Compliance Daily on April 14 that the reintroduction will occur after lawmakers return April 28 to Washington from a two-week break.
The bill, which Wittman previously introduced near the end of the last Congress (see 2412110057), aims to promote domestic recycling and recovery of critical minerals such as lithium, cobalt and nickel from spent batteries. It also seeks to reduce reliance on “foreign adversaries” for such resources.
