Trump Repeals Biden-Era Arms Transfer Policy

The Trump administration has ended a Biden administration policy requiring recipients of U.S. foreign military aid to provide written assurances that they will use those weapons in accordance with international humanitarian law, the Washington Post reported Feb. 24.

Sen. Chris Van Hollen, D-Md., a member of the Senate Foreign Relations Committee, criticized the decision to revoke National Security Memorandum 20 (NSM-20), calling it a “disservice to our national security, to global human rights, and to our standing around the world.”

President Joe Biden issued NSM-20 in February 2024 amid growing concern about civilian casualties in the Gaza war (see 2402120051). Republican lawmakers opposed the policy, saying it duplicated other human rights safeguards (see 2405010082).
