Van Hollen said Israel hasn't allowed enough humanitarian aid to enter Gaza and hasn't been careful enough to prevent civilian casualties in its military operations in the territory. The Senate is expected to consider the legislation Nov. 20 (see 2411150056).

Van Hollen said in October that he was evaluating the proposal, which Sen. Bernie Sanders, I-Vt., has put forth and which could affect more than $20 billion in military equipment (see 2409300064). At least three other senators have endorsed such restrictions.
