The State Department designated Adam Khamirzaev, also known as Adam Islamovych Oliferchik, as a specially designated global terrorist. Khamirzaev is the emir of the ISIS Georgia Province and provided guidance to the smuggling network.
In addition, the Office of Foreign Assets Control designated Uzbekistan-based Olimkhon Makhmudjon Ugli Ismailov, who is involved in the smuggling network; Muhammad Ibrohimjon Niyazov, an Uzbekistani national and a supporter of the network who separately provided administrative and logistics support for ISIS members in Turkey; and Muhammadyusuf Alisher Ogli Mirzoev, an Uzbekistani national who in mid-2023 was involved in work to establish an ISIS militant training camp.
The U.S. government said it investigated and designated the targets in close coordination with the Turkish government, which is taking its own domestic action against Khamirzaev and members of the smuggling network.
