N340402: The tariff classification of a bread making kit from China
HTS: 4602.12.1400, 9903.88.03, 2.9% + 25%, “Basketwork, wickerwork and other articles, made directly to shape from plaiting materials or made up from articles of heading 4601…Of vegetable materials: Of rattan: Other baskets and bags, whether or not lined: Wickerwork.” |
Item: A bread making kit consisting of the following items packaged together in a retail box: A rattan proofing basket, textile cover, plastic dough scraper, bread lame with additional blades, whisk, and recipe booklet. The round rattan basket is fashioned from full canes of coiled rattan held in place with small stainless steel nails. |
Reason: The rattan proofing basket confers the essential character of the set because it heavily predominates by value, weight and bulk over the other items in the set. |

N340244: The country of origin of wire harnesses

Item: Two wire harnesses specifically designed for use in motor vehicles. The first harness comprises a group of insulated conductor wires bundled together and covered with plastic and terminated at the various ends with an assortment of connectors. This harness is installed within the engine compartment of a vehicle in order to transfer signals between the intake and exhaust systems. The second harness comprises a bundle of insulated wires terminated at each end with specially designed terminal connectors. This harness is installed within a vehicle’s engine compartment and is used to transmit electrical signals through the brake system. Insulated cable conductors are manufactured in South Korea and sent to China in bulk. In China, the cables are cut to the desired length and taped together in order to create the unterminated harness. The ends of the cables are then stripped and the connectors and terminals are assembled thereon. The finished harness is then shipped back to South Korea for final testing and packaging for shipment to the U.S. |

You state that the harness is mounted around the engine block of the vehicle and is used to transmit electrical signals to the sensors of the vehicle. The manufacturing process begins in South Korea with the manufacturer of the insulated and bundled cable conductor. This cable is then shipped to China where it is cut to the desired length and the ends are stripped to prepare for the addition of the connectors. The connectors, whose parts originate from various locations, are then assembled onto the ends of the cable. The finished harness is then packaged for shipment to the United States. |

The hologram fan is a fan blade with an LED strip on the blade. As the fan spins, the LEDs produce images that appear to hover in mid-air. The device has a single USB-C port in the back, which charges the internal battery via cord and wall plug. The internal battery allows the device to run wirelessly. There is a button to turn the hologram fan on and off. Some versions have a speaker in the shell that plays pre-recorded music. |
