The PSC should remove “any utility pole attachment-related impediments to the deployment of broadband service” and set “parameters for expediting and processing pole attachment requests for unserved and underserved areas … in accordance with” NTIA’s broadband equity, access and deployment program, the resolution said. Also, the emergency rules should aim to reduce the backlog of attachment requests.
