"detrimental to underserved communities," said more than two dozen organizations, including The Utility Reform Network, Access Humboldt, Institute for Local Self-Reliance, Center for Accessible Technology, Public Citizen and LA Tech, in a letter Friday. The California Public Utilities Commission "may feel obligated to approve an application that has not undergone sufficient vetting, or to deny the application simply because a few more days of assessment is needed," the groups said: "Either option could result in underserved communities once again being ignored by CASF applications."
