New York; Edward Stallworth; Battle Creek, Michigan; and Hager Management, Brooklyn, New York. The letters warned recipients of possible forfeitures of more than $2 million for “entities found to willfully and knowingly suffer (i.e., permit) a third party” to make unauthorized broadcasts on their property. The recipients have 10 days to respond to the agency, the letters said.
