OFAC Issues COVID-Related General Licenses for Syria, Iran and Venezuela

The Office of Foreign Assets Control issued General Licenses related to Syria, Iran and Venezuela, "Authorizing Certain Activities to Respond to the Coronavirus Disease 2019 (COVID-19) Pandemic," according to a June 10 notice.

Syria General License 21A authorizes transactions and activities related to the export and supply of services related to the prevention, diagnosis or treatment of COVID-19, including with otherwise blocked entities: the Syrian government, Polymedics and Letia Co., through 12:01 a.m. EDT June 17, 2023.

Venezuela General License 39A authorizes all transactions and activities involving the Venezuelan government that are related to the prevention, diagnosis or treatment of COVID-19, including research or clinical studies, through 12 a.m. EDT June 17, 2023. The license doesn't authorize transactions with blocked entities Petroleos de Venezuela, S.A. (PdVSA), Banco de Desarrollo Economico y Social de Venezuela (Bandes), or Banco Bandes Uruguay S.A. (Bandes Uruguay).

Iran General License N-1 allows transactions and activities with Iran, including the Iranian government, related to the exportation or supply of goods or technology for use in connection with the prevention, diagnosis or treatment of COVID-19. It also allows transactions and activities related to the importation into the U.S of COVID-19-related goods that previously were exported to Iran that are broken or defective, connected to product recalls or other safety concerns, or for routine maintenance. Exports must be designated as EAR99 under the Export Administration Regulations or not be listed on any multilateral export control regime. All exports or reexports must be concluded prior to 12:01 a.m. EDT June 17, 2023.
