The partially anonymous petition follows an entirely anonymous anti-circumvention inquiry request alleging that solar cell imports from Malaysia, Thailand and Vietnam are circumventing AD duties on China (see 2109300075). The anonymous solar cell producers say they should be treated as anonymous due to the threat of Chinese retaliation.
