N318947: The tariff classification of Vericiguat (CAS No. 1350653-20-1) in bulk form and Verquvo® Tablets in dosage form, from Germany
HTS: Bulk form vericiquat: 2933.59.5300, 6.5%, “Heterocyclic compounds with nitrogen hetero-atom(s) only: Compounds containing a pyrimidine ring (whether or not hydrogenated) or piperazine ring in the structure: Other: Drugs: Aromatic or modified aromatic: Other.” Not listed in the Pharmaceutical Appendix to the Tariff Schedule. Item: Vericiguat, a soluble guanylate cyclase stimulator indicated to reduce the risk of cardiovascular death and heart failure. Verquvo, imported in 2.5 mg, 5 mg and 10 mg tablets, contains Vericiguat as the active ingredient. It is indicated to reduce the risk of cardiovascular death and heart failure hospitalization following a hospitalization for heart failure or need for outpatient intravenous (IV) diuretics in adults with symptomatic chronic heart failure and ejection fraction less than 45%. |

N319093: The tariff classification of a bidet from China
HTS: 3922.90.0000, 6.3%, "Baths, shower baths, sinks, washbasins, bidets, lavatory pans, seats and covers, flushing cisterns and similar sanitary ware, of plastics: Lavatory seats and covers: Other." Secondary classification: 9903.88.03, 25%. |
Item: A self cleaning nonelectric dual nozzle mechanical bidet. The hand operated bidet can easily attach to any toilet. It is made of plastic and metal materials. Once attached, the operator must turn on the water supply so that water flows both to the toilet tank and the bidet attachment. There are two nozzles for controlling front and back wash and multiple water pressure applications. |
Reason: In this case the bidet is plumbed directly into the supply lines of the house and is attached to the toilet for use. The Bio Bidet is not a separate handheld device that can be used in various locations and settings. |

N319178: The tariff classification of Wireless Charging Alarm Clocks from China
HTS: 9105.11.40, 3.9% on the movement and case + 5.3% on the battery, "Other clocks; alarm clocks: electrically operated: with opto-electronic display only." |
Item: An alarm clock that features a color-changing glow light, a wireless charging stand for smart phones, and a color liquid crystal display (LCD) with selectable display options, including the time, calendar, and indoor/outdoor temperature. The subject alarm clock has several capabilities, including alarm clock, indoor/outdoor temperature, and charging. |
Reason: Almost all the buttons on the top and back of the product – i.e., the alarm, snooze, and up and down buttons – are also devoted to the alarm clock functions. Marketing will make clear that it is an alarm clock with supplemental functions to include: device charging, and measure and display of temperatures. Therefore, the alarm clock functions impart the essential character. |

N319106: The country of origin and status under the United States-Mexico-Canada Trade Agreement (USMCA) of a rotor assembly

Item: A rotor used in a heavy-duty electric motor for foam spray application systems. The subject rotor consists of the concentrators, mandrel, shaft, magnets, various hardware, and epoxy. The concentrators are composed of stacks of electrical grade silicon steel and are positioned adjacent to the magnets. The mandrel forms the base of the rotor, where the shaft and concentrator assembly are affixed. The concentrators, shaft, and magnets are sourced from China, the mandrel is sourced from the United States, a retaining washer is sourced from Malaysia, and the epoxy is sourced from Italy. The subject rotor is assembled in Mexico. |
Reason: The relevant USMCA and Part 102 marking tariff shift rules are not met because the concentrators are classifiable under the same heading as the rotor assembly. The work performed in Mexico consisting of arranging/machine pressing the concentrators and magnets, machine pressing the shaft and mandrel, and epoxy encapsulation into a rotor assembly substantially transforms the Chinese components into a new and different article of commerce with a name, character, and use distinct from the articles exported from China. |
