BIS Adds 22 Entries to Entity List
The Bureau of Industry and Security updated its Entity List by adding 22 entities, updating one entry and removing three entries, BIS said. The added entities include freight forwarding and logistics companies and a medical instrument supplier.

BIS will impose a license review policy of presumption of denial for the 22 entities, the agency said. All shipments now requiring a license as a result of this announcement that were aboard a carrier to a port as of Nov. 13 may proceed to their destinations under the previous eligibility for no license required (NLR) or a license exception.
The 22 entities have locations in Bahrain, France, Iran, Jordan, Lebanon, Oman, Pakistan, Saudi Arabia, Senegal, Syria, Turkey, the United Arab Emirates and Britain, BIS said, and were added for reasons ranging from illegally exporting U.S. items to Iran to providing weapons support in Syria.
Dart Aviation, an aircraft parts and logistics company located in France, Iran, Senegal and the United Kingdom, was added for illegally transshipping U.S.-origin items to sanctioned countries and entities, BIS said. Safe Technical Supply Co, an industrial solutions company with locations in Oman, Saudi Arabia and the UAE, was added for being involved in the proliferation of “unsafeguarded nuclear activities.”
BIS added eight people and entities for knowingly diverting U.S.-origin goods to Iran without licenses and classified them as “unreliable recipients of U.S.-origin goods and technology.” Those entities and people include Marzoghi, Ltd (Bahrain), Mohammed Marzoghi (Bahrain, UAE), Abdullah Poor Nagar (UAE), Al Ras Gate General Trading (UAE), Bestway Line FZCO, a Dubai-based freight forwarding company, and Khaled Al Taher (UAE).
BIS also added EDO-ELEMED, a biotechnology company; Elemed Liban; Rahal Corporation for Technology and Medical Supplies; and Rahal Establishment under locations for Lebanon and Syria. Also added was The Jordanian Lebanese Company for Laboratory Instruments S.A.L. The five entities were involved in “providing material support” to Syrian chemical and biological weapons cavity, BIS said.
Other additions include Pakistan-based Engineering Equipment (Private) Limited, Fabcon International, Muhandis Corporation, Paktech Engineers, and medical instrument manufacturer Rohtas Enterprise for “supporting unsafeguarded nuclear activities.” BIS also added Pakistan-based Techlink Communications and Techlinks, which were “previously erroneously identified as aliases for Technology Links Pvt. Ltd.”
BIS also updated the licensing requirement for Mushko Electronics Pvt. Ltd, which was an existing Entity List entry. The licensing requirement was changed from all items subject to the Export Administration Regulations to items on the Commerce Control List only. BIS also updated the address for the company.
In addition, the agency removed three entries after receiving and considering removal requests. The entities are: Pakistan-based Technology Links Pvt. Ltd., Singapore-based All Industrial Manufacturing (AIM) Pte Ltd and UAE-based Eurotech DMCC.
