"The Commission has recognized that legacy TDM voice subscriptions continue to plummet, and [VoIP] subscriptions and mobile voice subscriptions continue to rise," WISPA countered. "Consumers wanting voice service are voting with their wallets, and are migrating towards services that offer substitute -- and improved -- functionality."
