O3b seeks a waiver for a six-month testing period, the division said. Because the commission has not adopted technical rules governing satellite operations in the Ka-band non-geostationary orbit fixed satellite service bands aboard maritime vessels, “we view O3b’s planned tests as requiring a waiver of the commission’s table of frequency allocations and the Ka-band plan,” it said.
