Census Posts Updated List of HTS Numbers that Cannot be Used to Report Exports

The Census Bureau has posted to its Web site a list of 175 Harmonized Tariff Schedule (HTS) numbers that are invalid for use in reporting exports (either via the Automated Export System (AES) or on a paper Shipper's Export Declaration (SED)) as of February 3, 2007.

(This list reflects the deletion of 54 HTS numbers in Chapters 3, 12, 44, and 85 and the addition of 16 HTS numbers in Chapters 3, 12, 24, 28, 74, 85, and 88 from Census' July 1, 2006 list of HTS numbers that are invalid for use in AES.)

Schedule B Numbers Must be Used for Articles Covered by the 175 HTS Numbers

Census sources have previously stated that for articles covered by HTS numbers that are invalid for use in export reporting, exporters must instead use the appropriate Schedule B numbers.

Census sources also state that with the exception of these 175 HTS numbers, exporters may use either the Schedule B or HTS number when reporting exports.

Use of Invalid HTS Numbers in AES or AESDirect Will Result in Fatal Error, Questioning if on SED

In addition, Census sources state that exporters attempting to put one of the 175 listed HTS numbers into AES or AESDirect (Census' Web-based system that allows filers to electronically file export information with AES at no charge) will result in a fatal error. Census sources also state that exporters attempting to put such an HTS number on a paper SED would likely be questioned by Census in order to obtain a correct Schedule B number.

List of HTS Numbers That are Invalid for Reporting Exports is Updated Periodically

According to previous Census statements, the list of HTS numbers that are invalid for reporting exports is updated periodically (e.g., to reflect changes in the HTS, etc.).
