According to The Journal of Commerce, U.S. Customs and Border Protection Commissioner Basham stated at CBP's 7th Annual Trade Symposium that the agency intends to implement rules requiring importers to provide additional data to identify high-risk ocean shipments - the 10 2 data - by the end of summer 2007. Basham stated that Customs is not going to implement all the data requirements at once, but will phase them in to minimize their impact. (JoC, dated 12/14/06, available at www.joc.com )

2. Strategies for Preparing for Upcoming 2007 HTS Changes
A recent article in the Journal of Commerce discusses what companies can do to minimize their risks and speed compliance due to the upcoming 2007 Harmonized Tariff Schedule (HTS) changes (resulting from WCO-recommended changes). The article states that trade attorneys have suggested various steps, including forming an in-house team to develop a strategy to deal with new classifications, set up cross-reference tables, contact a customs expert for professional help, etc. (See ITT's Online Archives or 12/12/06, 06121205, for most recent update on status of 2007 HTS.)(JoC dated 11/27/06, www.joc.com.)
3. WTO Members Provisionally Agree on Revision of Procurement Agreement
The Office of the U.S. Trade Representative (USTR) has issued a fact sheet announcing that on December 8, 2006, the World Trade Organization (WTO) Members to the 1994 WTO Government Procurement Agreement (GPA) provisionally agreed on a substantial revision of the text of the GPA. The USTR states that final agreement on the revision of the GPA requires a mutually satisfactory outcome in the market access negotiations to open up additional government procurement to international competition under the GPA, which the Members aim to conclude by spring 2007. 4. FDA Final Rule on "Per Day" Nutritional Labeling on Dietary Supplements
The Food and Drug Administration (FDA) has issued a final rule, effective December 13, 2006, amending its nutrition labeling regulations for dietary supplements to provide that the quantitative amount and the percent of Daily Value of a dietary ingredient may voluntarily be presented on a "per day" basis in addition to the required "per serving" basis when a recommendation is made on the label that the dietary supplement be consumed more than once per day. 5. OFAC Designates Five Individuals Under Terrorism EO
The Office of Foreign Assets Control (OFAC) has issued a notice publishing the names of five newly-designated individuals, effective December 7, 2006, whose property and interests in property are blocked pursuant to Executive Order (EO) 13224, "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten to Commit, or Support Terrorism." 6. BP Corrects Link Errors in 12/14/06 Issue of International Trade Today
