Shippers' NewsWire reports that on December 1, 2006, U.S. Customs and Border Protection (CBP) is scheduled to electronically distribute to thousands of companies a survey on the Customs-Trade Partnership Against Terrorism (C-TPAT). 2. Federal Register Notice on Delay in AQI Fees for Canada Commercial Carriers, Etc.
The Animal and Plant Health Inspection Service (APHIS) has issued a Federal Register notice announcing that it is delaying the November 24, 2006 effective date provided in its interim rule and establishing a staggered implementation for the collection of agricultural quarantine and inspection (AQI) user fees for inspections of Canadian-grown fruits and vegetables, commercial vessels, vehicles, railroad cars and aircraft, as well as international passengers entering the U.S. from Canada.
Effective January 1, 2007, air passengers arriving in the U.S. from Canada will no longer be exempt from the international air passenger AQI user fee. Effective March 1, 2007, the remaining provisions of the rule will take effect, including the removal of the AQI user fee exemption for all commercial conveyances entering the U.S. from Canada. 3. USDA Secretary Discussed Trade Issues with Indian Ministers
The U.S. Department of Agriculture (USDA) has issued a press release announcing that Agriculture Secretary Mike Johanns was in India, November 18-22, 2006, to meet with Indian Ministers and other government officials to discuss bilateral and multilateral trade issues. The USDA adds that Johanns was also scheduled to meet with Indian parliamentarians and private industry representatives to advance the cause of trade liberalization. 4. DHS Publishes Privacy Impact Assessments for Various Programs & Systems
The Department of Homeland Security (DHS) has issued a notice announcing the publication and availability of ten Privacy Impact Assessments (PIAs) for various DHS programs and systems. The PIAs are available at www.dhs.gov/privacy. Among other programs and systems, PIAs are available for the following: Rail Security Pilot Study Phase II (RSP), US-VISIT Update, Automated Commercial Environment (ACE) e-Manifest: Trucks and International Trade Data System (ITDS), Western Hemisphere Travel Initiative, and the ePassport Program. 5. State Dept Delegates Certain Functions under EO 13382
The State Department has issued a notice delegating authority to the Under Secretary for Arms Control and International Security the functions conferred on the Secretary of State in Executive Order (EO) 13382 of June 28, 2005, which, among other things, blocks the property of proliferators of weapons of mass destruction (WMD) and their supporters. The State Department states that any act, EO, regulation or procedure subject to, or affected by, this delegation shall be deemed to be such act, EO, regulation or procedure as amended from time to time.
