2007 Harmonized System Explanatory Notes Expected to be Available Soon (All Previous Editions to be Obsolete)

The 2007 print edition of the Explanatory Notes to the Harmonized System (HS Explanatory Notes) is expected to be available for purchase shortly. The 2007 edition of the HS Explanatory Notes constitutes the 4th edition of this publication.

New Format for 2007 HS Explanatory Notes Completely Replaces All Previous Editions

According to McMullin Publishers Ltd. (McMullin), the distributors of World Customs Organization (WCO) publications, the 2007 edition of the HS Explanatory Notes will be presented in a new format consisting of 5 volumes. The 2007 print edition is not yet available for purchase; however, McMullin expects to offer it soon.

McMullin notes that the binders from the 2002 edition cannot be reused for the forthcoming 2007 edition. McMullin adds that all previous editions will be obsolete.

McMullin states that the price for the 2007 print edition of the HS Explanatory Notes is $1,075.00 plus $40.00 for shipping. Sources add that a CD-ROM version of the 2007 HS Explanatory Notes is expected to be available for sale in February or March of 2007.

Details of 2007 HS Explanatory Notes

McMullin states that the 2007 HS Explanatory Notes consist of over 1,600 pages and is clearly written in Layman's language and arranged in the same numerical order as the Customs Tariff. Included are the General Interpretative Rules, Section Notes, Chapter and Subheading Notes (all of which form the integral parts of the HS), as well as detailed explanations on the scope of headings and subheadings, together with technical descriptions of the goods concerned and practical guidance for their classification and identification. According to McMullin the HS is the international product nomenclature used by more than 170 countries as a basis for their national Customs Tariffs and for collection of trade statistics.
