Shippers' Newswire reports that U.S. Customs and Border Protection (CBP) expects to complete this month a preliminary blueprint to test the feasibility of using outside auditors to help verify the C-TPAT supply chain security practices of foreign suppliers. The article adds that according to CBP Commissioner Basham, third-party validation is a tool that CBP can use for locations where the U.S. has little access, such as China. 2. CBP Establishes New Sacramento Port of Entry, Realigns Current Port Boundaries in CA

U.S. Customs and Border Protection (CBP) has issued a final rule, effective October 5, 2006, that amends the Department of Homeland Security (DHS) regulations pertaining to CBP's field organization (19 CFR Part 101) by establishing a new port of entry at Sacramento, California, and terminating the user fee status of Sacramento International Airport. In order to accommodate this new port of entry, this final rule realigns the port boundaries of the port of entry at San Francisco, California (San Francisco-Oakland), since these boundaries currently encompass area that is included within the new port of Sacramento. 3. EPA Expands List of Acceptable ODS Substitutes

The Environmental Protection Agency (EPA) has issued a notice, effective September 28, 2006, expanding the list of acceptable substitutes for ozone-depleting substances (ODS) under the EPA's Significant New Alternatives Policy (SNAP) program. The substitutes are for use in the following sectors: refrigeration and air conditioning, foam blowing, cleaning solvents, aerosols, and sterilants. The Environmental Protection Agency (EPA) has announced a public meeting on October 18, 2006 in Arlington, VA to, among other things, discuss and clarify the scope and potential application of the Globally Harmonized System of Classification and Labeling of Chemicals to pesticide products that are registered under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).
