CBP Administrative Messages, Web Postings, Etc.

CBP has posted to its Web site a notice announcing the opening of the tariff-rate quota (TRQ) on cotton fibers as provided for in HTS Chapter 52, Additional U.S. Note (AUSN) 10 for the period September 11, 2006 through September 10, 2007.

1. 2006/2007 Cotton Fibers TRQ Opens September 11, 2006

According to CBP, this TRQ opens on September 11, 2006 at an aggregate TRQ level is 2,500 kg.

CBP's notice lists the relevant HTS Chapters 52 and 99 tariff numbers. The notice also states that articles that are the product of countries or areas that are not WTO members shall not be permitted or included in the quantitative limitations set forth in this notice. CBP further states that imports from Australia, Bahrain, Canada, Chile, El Salvador, Guatemala, Honduras, Jordan, Mexico (non-NAFTA), Morocco, Nicaragua, and Singapore are not subject to this TRQ, and should be presented as a type 02 entry using the high rate (over-quota) tariff numbers provided for in HTS Chapter 52 without the HTS Chapter 99 tariff number. In addition, CBP states that certain NAFTA imports from Mexico are provided for elsewhere in HTS Chapter 99. 2. Miscellaneous CBP Messages on AD and CV Duty Actions

CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
