U.S. Customs and Border Protection (CBP) has published a correction to its July 17, 2006 notice soliciting members for the Departmental Advisory Committee on Commercial Operations of Customs and Border Protection and Related Homeland Security Functions (COAC). CBP is correcting its July 17, 2006 notice by deleting a paragraph under the "Committee Membership" section of the notice regarding COAC members being appointed and serving as Special Government Employees (SGEs). 2. AMS Final Rule Changes Title of Blueberry Council, Increases Membership
The Agriculture Marketing Service (AMS) has issued a final rule, effective September 6, 2006, which changes the title of the U.S.A. Cultivated Blueberry Council to the "U.S. Highbush Blueberry Council" (Council). AMS states that the purpose of this change is to avoid any confusion in the industry regarding the specific type of blueberry and industry segment represented by the Council. This final rule also, among other things, adds a member and an alternate to the Council. 3. CBP Proposes to Amends Regulations to Extend Geographical Limits of the Port of St. Louis
U.S. Customs and Border Protection (CBP) has issued a proposed rule to amend the Department of Homeland Security (DHS) regulations pertaining to CBP's field organization (19 CFR Part 101) by extending the geographical limits of the port of St. Louis, Missouri, to include the entire Lambert-St. Louis International Airport after the completion of its ongoing expansion. The proposed extension would also modify the geographic description of the port of St. Louis, Missouri, to align the port boundaries with the Federal Interstate Highways that encircle the St. Louis metropolitan area. Comments on CBP's proposed rule are due by October 16, 2006. 4. OFAC Blocks Property of Two Additional Entities Under EO 13382
The Treasury Department's Office of Foreign Assets Control (OFAC) has issued a notice which publishes the names of two newly-designated entities whose property and interests in property are blocked pursuant to Executive Order (EO) 13382 (Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters). The two entities are: (1) Sanam Industrial Group (a.k.a. Sanam Industries Group) of Tehran, Iran, and (2) Ya Mahdi Industries Group (a.k.a Ya Mahdi Industrial Complex) of Tehran, Iran. 5. CPSC Corrects Notice Announcing FY 2006 Systematic Review of Certain Regulations
The Consumer Product Safety Commission (CPSC) has issued a correction to a June 7, 2006 notice which announced the fiscal year (FY) 2006 systematic reviews of regulations for matchbooks; toy rattles; and baby bouncers, jumpers, and walkers. The CPSC is now correcting an erroneous citation that appeared in this notice. 6. FDA Issues Corrections to Voluntary Nutrition Labeling Req's for Raw Fruits, Vegetables and Fish
The Food and Drug Administration (FDA) has issued a notice correcting a July 25, 2006 final rule which amended the voluntary nutrition labeling regulations by updating the names and the nutrition labeling values for the 20 most frequently consumed raw fruits, vegetables, and fish in the U.S. Among other things, the FDA is correcting several instances where carbohydrates were measured in "mg" units rather than "g" units. The FDA is also correcting certain sodium content information so that sodium is measured in "mg" rather than "g". 7. BIS Denies Certain Export Privileges for Activities Involving Export Without License
The BIS has issued an Order denying certain export privileges for a period of twenty years from the date of entry of the Order to Lawrence Scibetta, for activities involving the export of thermal imaging cameras to the United Arab Emirates without the required export license from the Department of Commerce. 8. BIS Revises Commerce Control List Regarding Certain Accelerometers
The Bureau of Industry and Security (BIS) has issued a correction, revised as of January 1, 2006, of Supplement I to 15 CFR Part 774 (Commerce Control List) by reinstating Export Control Classification Number 7A101 to Category 7 with regard to accelerometers, other than those controlled by 7A001, with a threshold of 0.05g or less, or a linearity error within 0.25% of full scale output, or both, which are designed for use in inertial navigation systems or in guidance systems of all types and specially designed components thereof.
