CBP Issues Revised ICP on Textile Costumes Under the HTSUS

U.S. Customs and Border Protection (CBP) has issued a revised version of its informed compliance publication (ICP) entitled, What Every Member of the Trade Community Should Know About: Textile Costumes Under the HTSUS.

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. The publication was prepared by the National Commodity Specialist Division and is a study of the classification of textile costumes. The ICP was first issued in June 2005, reviewed with no changes in June 2006, and has since been revised in August 2006.

Textile Declaration No Longer Required

The revised ICP is updated to reflect the fact that a textile declaration is no longer required for textiles and apparel imported into the U.S. (See ITT's Online Archives or 10/06/05 news, 05100605, for BP summary of CBP interim rule on the elimination of textile declarations, etc.)

Flimsy textile costumes packaged in a set ready for retail sale are classified in HTS 9505.90.6000 as long as the costume imparts the essential character to the set
