CBP has announced that the 2006/2007 tariff-rate quotas (TRQs) for the August 1, 2006 through July 31, 2007 period on the following cotton open on August 1, 2006:

1. 2006/2007 TRQs on Certain Cotton Open August 1, 2006
harsh or rough cotton, not carded or combed, the product of any country or area including the U.S., and described in HTS Chapter 52, Additional U.S. Note (AUSN) 6 at an in-quota (low-duty) level of 1,400,000 kg;
cotton, not carded or combed, the product of any country or area including the U.S., and described in HTS Chapter 52, AUSN 7 at an in-quota (low-duty) level of 11,500,000 kg; and
cotton, not carded or combed, the product of any country or area including the U.S., and described in HTS Chapter 52, AUSN 8 at an in-quota (low-duty) level of 40,100,000 kg.
CBP states that articles the product of Mexico shall not be permitted or included in the aforementioned TRQs and no such articles shall be classifiable therein.
In addition, CBP states that articles the product of countries or areas who are not members of the World Trade Organization (WTO) shall not be permitted or included in the TRQs set forth in HTS Chapter 52, AUSNs 6, 7, and 8.

2. Miscellaneous CBP Messages on AD and CV Duty Actions
CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.
(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
