CBP Issues Revised ICP on Cane and Beet Sugar (Quota, Classification & Entry)

U.S. Customs and Border Protection (CBP) has issued a revised version of its informed compliance publication (ICP) entitled, What Every Member of the Trade Community Should Know About: Cane and Beet Sugar (Quota, Classification & Entry).

The publication was prepared by the National Commodity Specialist Division and is a study of the classification, quota and entry requirements for cane and beet sugar. The ICP was first issued in January 2000, and has been revised in February 2000, March 2004, and July 2006.

According to CBP sources, revisions for this ICP include the following:

CQE Requirement for Refined Sugar from Canada

The revised ICP now reflects the fact that after October 1, 2005, Canada is required to provide a Certificate of Quota Eligibility (CQE) to obtain the low tariff rates for refined sugar (sugars, syrups and molasses), when entering under its specific quota allocation.

AD/CV Duty Changes

The ICP's Antidumping (AD)/Countervailing (CV) Duty section is revised by the addition of the following paragraph:

"Effective October 28, 2004, dumping duties are no longer applicable from Belgium, France and Germany. Effective October 28, 2004, countervailing duties are no longer applicable from Belgium, Denmark, France, Germany, Great Britain, Ireland, Italy and the Netherlands."
