CBP Posts Five Informed Compliance Publications That Were Reviewed Without Change
U.S. Customs and Border Protection (CBP) has posted five recently reviewed Informed Compliance Publications (ICPs), with June 2006 updates, to its web site.

ICPs Reviewed With No Changes
The following ICPs were reviewed with no changes:
Classification of Children's Apparel. In this ICP, CBP provides a study of the classification of children's apparel. Among other things, this ICP discusses babies' wear headings 6111 and 6209, babies' sets, sizes, styling features, garment coverage, two-piece playsuits, garment use, invoicing requirements, marking requirements, quotas and textile categories, and a glossary of children's' wear terms.
Ribbons and Trimmings under the HTSUS. In this ICP, CBP provides a study of the classification of ribbons and trimmings. This ICP has a question and answers section, an appendix with pertinent excerpts from HTS headings and subheadings, and additional information.
Textiles Costumes under the HTSUS. This ICP provides a study of the classification of textile costumes. Among other things, this ICP discusses: what a costume is, flimsy, non-durable costumes of Chapter 95 versus well-made costumes of Chapters 61 and 62, the classification of flimsy and well-made textile costumes; the difference between a costume and an outfit, the classification of textile costumes with multiple components, and marking of all textile costumes (Chapter 95, 61, or 62). This ICP also provides details on the information needed for binding rulings, entry requirements for costumes, and an appendix which contains a table of costume features.
Classification of Hats and Other Headgear under HTSUS Heading 6505. In this ICP, CBP provides a study of the classification of hats and other headgear under HTSUS Heading 6505. Included in this ICP are an in-depth discussion of heading 6505, importer responsibilities, invoicing requirements, and additional information.
Fiber Trade Names and Generic Terms. This ICP provides a compilation of fiber trade names versus generic names. This ICP contains guidance regarding the marking of imported merchandise. Included in this ICP are current Federal Trade Commission (FTC)-approved generic terms, a list of fiber trade names with generic fiber names, and additional information
According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of June 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert that specializes in customs matters.
