CBP Posts Three "Recently Reviewed" Informed Compliance Publications
U.S. Customs and Border Protection (CBP) has posted three recently reviewed Informed Compliance Publications (ICPs), with March-May 2006 updates, to its Web site:

ICPs Reviewed with Minor Changes
According to CBP and National Import Specialist sources, the following ICPs were updated in order to correct grammatical errors, but no legal aspects were changed:
Foreign assembly of U.S. components. This ICP is a revision of the June 2001 version of the ICP and discusses the partial duty exemption provided by HTS 9802.00.80, which is applicable to imported articles which have been assembled abroad from fabricated components that are a product of the U.S.
Hand tool sets classified within subheadings 8205.90.00 and 8206.00.00. In this ICP, CBP discusses the classification of sets of articles of two or more of the foregoing subheadings (HTS 8205.90.0000), and tools of two or more of headings 8202 to 8205, put up in sets for retail sale (HTS 8206.00.0000).
ICP Reviewed with No Changes
The following ICP was reviewed with no changes:
Turbojets, turbopropellers and other gas turbines, (HTS 8411), and parts thereof. This ICP examines the scope of merchandise that is included in HTS heading 8411, which provides for turbojets, turbopropellers and other gas turbines and parts thereof, and also clarifies any confusion interpreting that scope.
According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of March-May 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
