Miscellaneous International Trade Notices
On May 4, 2006, the Senate passed H.R. 4939, the Emergency Supplemental Appropriations bill by a vote of 77 to 21. (The House passed its own version of H.R. 4939 on March 16, 2006.) As the House and Senate have passed different versions of H.R. 4939, a House-Senate conference will be convened to resolve those differences. 2. FMCSA Modernization Plans for Commercial Driver's License Info System
The Federal Motor Carrier Safety Administration (FMCSA) has issued a notice announcing plans to modernize the Commercial Driver's License Information System (CDLIS) in response to requirements of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEA-LU), which was signed into law on August 10, 2005. 3. TTB Final Rule Amends Regulations on Vintage Date Labeling
The Alcohol and Tobacco Tax and Trade Bureau (TTB) has issued a final rule and treasury decision which amends 27 CFR Part 4 in order to allow wine labeled with a State, multistate, country, or multicounty appellation of origin (or the foreign equivalent of a State or county) to bear a vintage date if at least 85% of the wine is derived from grapes harvested in the labeled calendar year. 4. FDA Announces Availability of Guidance on Labeling Soy Lecithin
The Food and Drug Administration (FDA) has issued a notice announcing the availability of a guidance document entitled "Guidance on the Labeling of Certain Uses of Lecithin Derived from Soy under the Federal Food, Drug, and Cosmetic Act." These guidelines explain the FDA's current thinking on the labeling of certain uses of lecithin derived from soy under the act. Written comments may be submitted at any time. 5. President Issues Executive Order Blocking Property Of Certain Persons Associated With the Darfur Conflict
The President has issued Executive Order 13400 on April 24, 2006 in order to block the property of certain persons in connection with the conflict in Sudan's Darfur region.
