CBP Posts Four Informed Compliance Publications That Were Reviewed Without Change

U.S. Customs and Border Protection (CBP) has posted four recently reviewed Informed Compliance Publications (ICPs), with April 2006 updates, to its Web site.

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. ICPs Reviewed With No Changes

The following ICPs were reviewed with no changes:

Writing Instruments of HTS Heading 9606. CBP provides an overview of HTS heading 9609, which covers certain writing instruments. Among other things, this ICP discusses how pencils are made, how to pay duty and provide statistical information on certain writing instruments, what types of pencils are subject to antidumping (AD) duties, and how pencils with toppers are classified.

New Decisions on Candle Holders v. Decorative Glass Articles. In this ICP, CBP addresses recent rulings providing new guidelines for making distinctions between candle holders and general purpose decorative glass articles. CBP notes that this ICP is a follow-up to a previously issued publication entitled "Lamps, Lighting, and Candle Holders." Included in this ICP are sections on various types of products including glass bell shaped vessels on metal stands, glass articles on metal stands, candles and candleholders, etc.

Table and Kitchen Glassware. CBP provides a study of the classification of table and kitchen glassware. This ICP includes information on products of HTS heading 7010 and 7013-covering products such as table and kitchen glassware, glass ceramics, specially tempered glassware, glass preserving jars, glass stoppers, lids, and other closures.

Colored Bubble Glass (and Other Special Types of Glassware). In this ICP, CBP provides guidance on the classification of colored bubble glass and other special types of glassware. Included in this ICP are glassware products provided for under HTS 7013.99, 7013.29, 7013.39, and 9906. CBP includes descriptions and pictures of certain types of glassware and glassware effects such as colored bubble glass, the glass ribbon effect, crackle glass, millefiori glassware, etc.

According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of April 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
