CBP Posts Four Informed Compliance Publications That Were Reviewed Without Change
U.S. Customs and Border Protection (CBP) has posted four recently reviewed Informed Compliance Publications (ICPs), with April 2006 updates, to its Web site.

ICPs Reviewed With No Changes
The following ICPs were reviewed with no changes:
Vehicles, Parts and Accessories Under the HTSUS. CBP discusses the classification of vehicles, parts and accessories and provides general information on HTS Chapter 87, invoicing essentials, and other relevant information. In addition, this ICP discusses the impact of the Automotive Products Trade Act (APTA) and the North Atlantic Free Trade Agreement (NAFTA) on automotive classification.
Footwear. In this ICP, CBP examines the classification of footwear under the six headings of HTS Chapter 64 and explains the type of footwear that falls under each of the particular headings (6401-6406). Also included in this ICP are materials and components of footwear, definitions of certain footwear, and a list of exclusions of specific types of merchandise that are not provided for in Chapter 64.
Articles of Wax, Artificial Stone and Jewelry. CBP provides guidance on the classification of articles of wax, artificial stone and jewelry provided for in HTS 9602, 6810, and Chapter 71. In addition, CBP includes a section on the importer's responsibilities in classifying wax, artificial stone and jewelry and provides resources for importers to consider if they encounter any classification problems.
Granite. In this ICP, CBP provides a study in the classification of granite, which includes an overview of the principles of stone classification stating that stone is classified based on its mineralogical properties and physical form at the time of importation. Among other things, this ICP includes information on granite classification issues, geologic distinctions in HTS Chapter 68, geological definitions of HTS Chapter 25, etc.
According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of April 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
