American Shipper reports that Ford Motor Company is off the hook for more than $5 million in duties and penalties after the Court of International Trade (CIT) ruled that the statute of limitations for paying the fine had expired, a decision that international trade lawyers familiar with the case stated could have implications for hundreds of other importers. 2. Canada Plans C-TPAT Loans for its Exporters

An article in The Journal of Commerce states that Canada has launched a pilot program aimed at helping smaller exporters (those with $5 - $10 million in revenue) cover the costs of becoming compliant with the upgraded Customs-Trade Partnership Against Terrorism (C-TPAT). According to one trade expert, the article states that 75%-80% of all trade from Canada to the U.S. is cleared by the Canadian exporter. (JoC Online, dated 04/12/06, www.joc.com )

3. President to Nominate USTR Portman to Head OMB, Deputy USTR Schwab as New USTR

On April 18, 2006, President Bush announced that he will nominate Rob Portman, the current U.S. Trade Representative (USTR), to be the Director of the Office of Management and Budget (OMB). The President also announced his intention to nominate Deputy USTR Susan Schwab to succeed Portman as the new USTR. U.S. Customs and Border Protection (CBP) at the port of Chicago has issued the following amended pipeline:

5. FDA Posts Various Food Safety Notices to its Web site

The Food and Drug Administration (FDA) has posted the following food-safety related notices to its Web site:

FDA issues manual on managing food safety. The FDA's Center for Food Safety and Applied Nutrition (CFSAN) has issued a manual on managing food safety entitled "Managing Food Safety: A Manual for the Voluntary Use of HAACP Principles for Operators of Food Service and Retail Establishments." According to the FDA, the manual provides the operators of retail and food service establishments with a "roadmap" for writing and voluntarily implementing a food safety management system based on Hazard Analysis and Critical Control Point (HACCP) principles. FDA provides compliance information for registration of food facilities. The FDA has posted a compliance information document on the registration of food facilities. The FDA states that the purpose of the registration is to provide the FDA with sufficient and reliable information about food and feed facilities-thereby, aiding in the detection and quick response to actual or potential threats to the U.S. food supply.
