CBP Posts Four Informed Compliance Publications That Were Reviewed Without Change

U.S. Customs and Border Protection (CBP) has posted four recently reviewed Informed Compliance Publications (ICPs), with March 2006 updates, to its Web site.

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. ICPs Reviewed With No Changes

The following ICP's were reviewed with no changes:

Tractors (HTSUS 8701) vs. Heavy Industrial Machinery (HTSUS 8429 & 8430). CBP provides a study in the classification of tractors (HTSUS 8701) vs. heavy industrial machinery (HTSUS 8429 and 8430). This ICP provides general information on tractors, guidance on determining whether an item is a tractor or machine, as well as a lengthy list of tractor rulings as of April 2000.

Vending Machines and Their Parts Under the HTSUS. In this ICP, CBP provides a study of the classification of vending machines and their parts. This ICP covers issues such as classification tools, historical notes, invoicing, exclusions, confusing terminology and other issues. Also included in this ICP is a list of terms commonly used in the vending industry, a discussion of specific tariff provisions, and information on parts of vending machines (HTSUS 8476.90.00 and other related articles.)

Soldering and Welding Machines and Apparatus. CBP examines the classification of soldering and welding machines and apparatus in this ICP and provides, among other things, a overview of relevant section and chapter notes. Also included in this ICP is information on machines and apparatus often misclassified under HTS 8468 and 8515.

Diodes, Transistors & Similar Semiconductor Devices. In this ICP, CBP provides a study in the classification of diodes, transistors, and similar semiconductor devices. Included in this ICP is information on diodes, transistors and similar semiconductor devices of headings 8541 and 8542; modules and assemblies containing diodes, transistors, and similar semiconductor devices; materials and parts; and typical products of this group.

According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of March 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
