CBP Posts Four "Recently Reviewed" Informed Compliance Publications

U.S. Customs and Border Protection (CBP) has posted four recently reviewed Informed Compliance Publications (ICPs), with March 2006 updates, to its Web site:

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. ICPs Reviewed with No Changes

The following ICPs were reviewed with no changes:

Basic forms of non-ferrous metals. CBP provides an overview of non-ferrous metals (i.e., base metals not composed primarily of iron and steel) found within Chapters 74 through 81 of the Harmonized Tariff Schedule (HTS). In addition, CBP includes information on unwrought products, alloys, bars and rods, wire, tubes and pipes, etc.

Buttons, snap fasteners, slide fasteners and similar articles. CBP examines HTS headings 9606 and 9607 and provides definitions for slide fastener, chain scoop, plastic filament, slider/runner, and slider pull in order to clarify classification of various products within these HTS headings.

Coated nonalloy flat-rolled steel. CBP discusses classification guidelines for coated nonalloy flat-rolled steel (found in HTS headings 7210 and 7212) and includes subsections on various types of clad, plated, or coated flat-rolled nonalloy steel products. This ICP also includes invoice instructions in order to ensure proper classification.

Waste & scrap as it relates to base metals of Chapter 81. CBP provides a general introduction and overview of the waste/scrap of base metals included in HTS Chapter 81, a list of questions that members of the trade community should ask in order to determine if products are classified within Chapter 81 or elsewhere, and other relevant considerations for proper classification of Chapter 81 products.

According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of March 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
