CBP Posts Three "Recently Reviewed" Informed Compliance Publications
U.S. Customs and Border Protection (CBP) has posted three recently reviewed Informed Compliance Publications (ICPs), with March 2006 updates, to its Web site:

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. ICPs Reviewed with No Changes
The following ICPs were reviewed with no changes:
Distinguishing bolts from screws. Among other things, CBP includes bolt and screw definitions, explanatory data, and primary and supplementary criteria used to identify an externally threaded fastener as a bolt, or as a screw.
Personal digital assistants (PDAs) and electronic organizers. CBP provides information on the classification of certain PDA's and electronic organizers, programmable PDAs, fixed program electronic organizers, multi-function and composite machines/composite goods/and other considerations, sets, and software under HTS Chapter 85, Note 6.
Classification and marking of watches and clocks. CBP includes sections on the classification of watches and clocks, on marking (including Section 304 marking, special marking requirements, and methods of marking), as well as additional relevant information.
According to CBP, these publications are intended to provide guidance and information to the trade community, and they reflect the position on or interpretation of, the applicable laws or regulations by CBP as of March 2006. Importers may wish to obtain a ruling from CBP or to obtain advice from an expert who specializes in customs matters.
