The Wall Street Journal reports that U.S. trade officials say China missed a January 23, 2006 deadline set by the U.S. to get information on how China has sought to rein in rampant piracy. The article notes that the fight over piracy is straining U.S.-China ties and that the dispute over China's efforts on enforcement may spur the U.S. to turn to the World Trade Organization (WTO). 2. U.S. and Turkey Meet Under Trade and Investment Framework Agreement
The Office of the U.S. Trade Representative (USTR) has issued a press release announcing that U.S. and Turkish government officials met for the fourth meeting under the U.S.-Turkey Trade and Investment Framework Agreement (TIFA). 3. PierPASS Announces TruckTag Program to Enhance Security at Ports of Los Angeles and Long Beach
PierPASS has issued a press release announcing the launch of its TruckTag program, which is designed to enhance security in marine terminals at the Ports of Los Angeles and Long Beach by improving the process of checking trucks and drivers entering the terminals. According to the press release, under the TruckTag program, PierPASS will distribute Radio Frequency Identification (RFID) electronic tags to be installed on trucks, similar to FasTrak and E-ZPass devices used for automated toll collection, enabling quick and secure check-in at the terminals. 4. FDA Issues Implementation Plan Regarding Information MOU With Canada
The Food and Drug Administration (FDA) is providing notice of an Implementation Plan for the Memorandum of Understanding (MOU) Regarding the Sharing and Exchange of Information About Therapeutic Products Between the FDA and Canada's Health Products and Food Branch. The purpose of the Implementation Plan is to establish a governance structure for directing and monitoring the implementation of the MOU, a clear process by which each party will undertake the exchange of otherwise not public information, and the process for setting and monitoring mutually agreed upon annual priorities for cooperation. The implementation plan became effective December 1, 2005. 5. FDA Proposes to Require Labeling of Cochineal Extract & Carmine
The FDA has issued a proposed rule that would require that cochineal extract and carmine be declared on the label of all food and cosmetic products that contain these color additives. The FDA's proposed rule responds to reports of sever allergic reactions associated with food and cosmetics containing these ingredients. The FDA states that allergic reactions to cochineal extract and/or carmine in a variety foods (e.g., grapefruit juice, Campari, certain popsicles, candy, yogurt and artificial crabmeat) and cosmetics (e.g., face blush, eye shadow, eyeliner, and skin products) have been reported in scientific and medical literature since 1961. Comments must be submitted by May 1, 2006.
