Census Announces Public Conferences on Mandatory AES Compliance
The Census Bureau (Census) has issued information on an upcoming series of public conferences concerning mandatory Automated Export System (AES) compliance. Census has scheduled 11 conferences throughout the country from January 2006 through November 2006 in order to inform the international trade community of the new regulations and new penalties associated with mandatory AES.

(Census expects that a final rule regarding mandatory AES will be published during the first quarter of 2006. Census has previously indicated that the final rule on mandatory AES will have an effective date 90 days after its publication in the Federal Register.)
Census notes that while the trade has been accustomed to exporting under the Foreign Trade Statistics Regulations, many changes have been incorporated into the new Foreign Trade Regulations (FTR). The most drastic change in the FTR is the penalty provisions, which reflect stiffer penalties of up to $10,000 per transaction. Census explains that these new regulations in conjunction with other federal government agencies' regulations are helping to raise the exporting standard to those of imports.
Two-Day Conference Includes Seminar and an Optional AESPCLink Workshop
According to Census, the series of conferences will be an opportunity for attendees to prepare for the impending requirements. These two-day events will include experts presenting from Census and U.S. Customs and Border Protection (CBP). In addition to learning about the new regulations, attendees will learn about how to classify their goods, port requirements, and efforts against terrorism and international narcotics trafficking.
There will also be an optional second day provided for those who are interested in obtaining hands on training in AESPCLink. According to Census, the cost will be $199 for the seminar on the first day (which includes continental breakfast, lunch, and all seminar handouts) and $60 for the optional workshop on the second day.
