U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that the Port of Memphis, TN is now a service port location. Protests, 520(d) claims, and 181.115 interventions against entries filed at the following ports should be filed with the Port Director at Memphis:

2. First Staged Entry Period for China Safeguard 332/432/632pt. Oversubscribed at Opening

CBP has posted to its Web site notice that the first staged opening of China safeguard cat 332/432/632pt oversubscribed at opening moment on November 29, 2005 and that the pro rata percentage is 55.87% (.5587).

CBP notes that the importer has the option to determine how its allocation will be distributed, i.e., more or less than the pro-rata amount (or none) on a given entry. The importer may also transfer its allotment to entries at another port. Any of these scenarios are acceptable, however CBP notes that no importer will be allowed to enter quantities in excess of the prorated amount properly presented at opening. 3.2006 TRQ on Milk or Cream, Condensed or Evaporated, Opens Jan. 3, 2006

U.S. Customs and Border Protection (CBP) has announced that the 2006 tariff-rate quota (TRQ) on milk or cream, condensed or evaporated, provided for in HTS Chapter 4, Additional U.S. Note (AUSN) 11, will open on Tuesday, January 3, 2006 at 12 noon E.S.T., or its equivalent in other time zones. The aggregate quantity is 6,857,300 kg and the below-listed countries have the following low-duty minimum access amounts:

Australia:
Condensed, in airtight containers91,625 kg
Canada:
Evaporated, in airtight containers31,751 kg
Condensed, in airtight containers994,274 kg
Condensed, other2,267 kg
Denmark:
Evaporated, in airtight containers4,989 kg
Condensed, in airtight containers605,092 kg

CBP states that this TRQ is expected to oversubscribe at opening. 4. 2006 TRQ on Ice Cream Opens January 3, 2006

CBP has announced that the 2006 TRQ on ice cream provided for in HTS Chapter 21, AUSN 5, will open on Tuesday, January 3, 2006 at 12:00 noon, E.S.T., or its equivalent in other time zones. The aggregate quantity is 5,667,846 liters and the below-listed countries have the following low-duty minimum access amounts:

Belgium922,315 liters
Denmark13,059 liters
Jamaica3,596 liters
Netherlands104,477 liters
New Zealand589,312 liters

5. 2006 TRQ on Infant Formula Opens January 3, 2006

CBP has announced that the 2006 TRQ on infant formula provided for in HTS Chapter 19, AUSN 2, will open on Tuesday, January 3, 2006 at 12:00 noon, E.S.T., or its equivalent in other time zones, with a low-duty quantity of 100,000 kg.
