2. Reminder on Origin of Socks (and CBP Transshipment Concerns)
The June 2005 issue of the United States Association of Importers of Textiles and Apparel's (USA-ITA) Customs Overview carries an article on the origin of socks which states that socks are generally knit to shape, which means the knitting confers origin. Although the rule of origin is clear, and ordinarily an importer would not need a ruling, a ruling might enhance the importer's credibility in entering socks knit in Country A but finished in China. USA-ITA states that CBP will be concerned about transshipment due to the safeguard quota and staged entry requirements for socks from China, and detentions to review production documentation should be expected. 3. Agreement Between BIS and Performance Medical Supplies Settles Allegations Involving Export of Physical Therapy Equipment to Iran
The Bureau of Industry and Security (BIS) has published a notice announcing a settlement agreement with Performance Medical Supplies to settle charges that Performance violated the Export Administration Regulations by, among other things, aiding the export of physical therapy equipment to Iran without the required U.S. government authorization. As a result, among other things, Performance is subject to various restrictions on its export privileges.
