The Journal of Commerce reports that the European Commission (EC) is in the final steps of changing its customs code to carry out the supply-chain security goals that the European Parliament agreed to in April 2005. The final draft of the regulations, which is expected to include the creation of an Authorized Economic Operator (AEO) certification, should be available by early 2006. 2. Dedicated C-TPAT Website a Few Months Away; Also, C-TPAT Will Not be Extended to Overseas Freight Forwarders

American Shipper reports that U.S. Customs and Border Protection (CBP) staff told attendees at the Western Cargo Conference (Wescon) in Monterey last week that a dedicated Web site for the Customs-Trade Partnership Against Terrorism (C-TPAT) is a few months away from being available online.

3. WTO Issues Panel Report on U.S.-Mexico Drink Sweetener Dispute

The World Trade Organization (WTO) has issued a notice dated October 7, 2005 announcing the availability of the panel report in the U.S.-Mexico dispute over Mexican tax measures on soft drinks and other beverages. The panel recommended that Mexico bring certain inconsistent measures into conformity with its WTO obligations. 4. WTO Issues Second Compliance Panel Report in U.S.-EU FSC Dispute

The WTO has issued a notice dated September 30, 2005 which announces the availability of the second compliance panel's report on the U.S.' implementation of rulings in connection with the U.S.-European Union (EU) dispute over the U.S.' foreign sales corporation (FSC) tax measures. 5. U.S. and China Signed Aviation Agreement on October 20, 2005

According to the State Department's Washington File, U.S. and Chinese aviation officials signed an agreement on October 20, 2005 that will enhance air safety while reducing regulatory burdens and costs for the airlines and aviation authorities for both countries. According to the article, the agreement will reduce duplicative oversight of each other's airlines and improve coordination between U.S. and Chinese flight safety programs. 6. Materials Processing Technical Advisory Committee to Meet November 3

The Bureau of Industry and Security (BIS) has announced that the Materials Processing Equipment Technical Advisory Committee will hold an open meeting on November 3, 2005 in Washington, DC.
