According to a Textile Development Memo (TDM) issued by the U.S. Association of Importers of Textiles and Apparel (USA-ITA), Administration plans are moving forward for President Bush to visit China November 19 and 20, and presumably the Administration would not want textile-related issues to be at the top of the list of irritants during those high level meetings. 2. USTR Requests ITC Review Case on DRAMS from Korea
Washington Trade Daily (WTD) reports that the U.S. Trade Representative (USTR) has requested that the International Trade Commission (ITC) redo a finding on imports of dynamic random access memory semiconductors (DRAMS) from Korea in light of a recent adverse ruling on the case by the World Trade Organization (WTO). 3. Commerce Dept Awards Grant to Assist U.S. Hosiery Industry Export
The Commerce Department has issued a press release stating that it has awarded the Hosiery Technology Center (HTC) based in Hickory, North Carolina, $397,000 to assist the HTC organize a marketing campaign and trade missions to Japan for U.S. hosiery firms, and other related activities. 4. APHIS Final Rule on Horse Stalls at Import Quarantine Facilities
The Animal and Plant Health Inspection Service (APHIS) has issued a final rule which adopts, without change, an interim rule that amended 9 CFR 93 regarding the importation of horses into the U.S. by requiring persons who cancel reservations for stall space at import quarantine facilities to notify APHIS earlier and by increasing the fee for canceling reservations. 5. BIS Transportation & Related Equipment TAC to Meet on November 9th
The Bureau of Industry and Security's (BIS') Transportation and Related Equipment Technical Advisory Committee (TRETAC) will hold an open meeting on November 9, 2005 in Washington, DC. According to BIS, this committee provides advice on technical questions that affect the level of export controls applicable to transportation and related equipment or technology. 6. BIS Requests Comments on Potential Market Impact of Proposed Disposal Levels for Excess Materials for the Nat'l Defense Stockpile
The Bureau of Industry and Security (BIS) has issued a notice advising the public that the National Defense Stockpile Market Impact Committee is seeking public comments by November 7, 2005, on the potential market impact of the proposed disposal levels for excess materials from the National Defense Stockpile for the Fiscal Year 2007 Annual Materials Plan. 7. AMS Withdraws Proposed Rule on Amendment to the Definition of Importer for Hass Avocado Order
The Agricultural Marketing Service (AMS) has issued a notice announcing the withdrawal of its March 18, 2003 proposed rule in which it proposed to terminate the definition of "substantial activity" currently contained in the Hass Avocado Promotion, Research and Information Order's definition of "importer."
