According to a September 28, 2005 Textile Development Memo issued by the U.S. Association of Importers of Textiles and Apparel (USA-ITA), U.S. Customs and Border Protection (CBP) is about to unveil an interim regulation repealing the multicountry and single textile declaration requirement. According to the article, a formal Federal Register notice is imminent and will, on an interim basis, revise 19 CFR 12.130 to delete the textile declaration requirement. 2. CBP Expected to Allow Non-ACE Accounts to Use Periodic Monthly Payment
Shippers NewsWire reports that CBP is stepping up efforts to spur more companies to pay duties on a monthly basis and that CBP Commissioner Bonner has said that CBP will soon open the periodic payment feature to companies that are not interested in using the Automated Commercial Environment (ACE). According to the article, CBP will publish a notice in the Federal Register in the next few weeks removing the requirement that consolidated payments are only available to importers and brokers that set up ACE accounts. The Washington File reports that with the 12th round of free-trade talks between the U.S., Colombia, Ecuador, and Peru now concluded, Office of the U.S. Trade Representatives (USTR) have stated that negotiators are now intensifying their efforts to compete a proposed U.S.-Andean Free Trade Agreement (FTA) in the next two months.
