6. EPA Proposes Rule to Adjust Export Allowances for Ozone Depleting Substances (ODSs)

The Environmental Protection Agency (EPA) has issued a proposed rule that would make adjustments to allocations of Article 5 allowances regarding adjustments to permit production of Class 1 ozone depleting substances (ODS's) solely for export to developing countries to meet those countries' basic domestic needs. Written comments must be submitted on or before November 21, 2005. 7. AMS Proposes Rule to Amend Organic Program's National List of Allowed and Prohibited Substances

The Agricultural Marketing Service (AMS) has issued a proposed rule that would amend the U.S. Department of Agriculture's (USDA) National List of Allowed and Prohibited Substances (National List) regulations to reflect the recommendations submitted to the Secretary of Agriculture by the National Organic Standards Board (NOSB) from November 15, 2000, through March 3, 2005. Consistent with the recommendations from the NOSB, this proposed rule would add fifteen substances, along with any restrictive annotations, to the National List as well as amend the mailing address for where to file a Certification or Accreditation appeal.
