According to Washington Trade Daily, H.R. 3283, which among other things, would have allowed the Commerce Department to impose countervailing duty laws on nonmarket economies such as China, failed to pass the House by the two-thirds majority needed under special suspension of the rules procedures. The Journal of Commerce reports that the trucking industry is not moving quickly enough toward U.S. Customs and Border Protection's (CBP's) Automated Commercial Environment (ACE), noting that ACE advocates say that they want more trucking companies to use ACE voluntarily before CBP makes it mandatory. The Washington File reports that the U.S. and China have agreed to increase bilateral cooperation on animal and plant health and food safety. According to the article, a vehicle will be established to address the sanitary, phytosanitary and food safety issues that have hindered U.S. agriculture's access to the Chinese market. The Bureau of Industry and Security (BIS) has announced that the Materials Technical Advisory Committee (MTAC) will hold an open meeting on August 4, 2005 in Washington, DC.
