The National Oceanic and Atmospheric Administration (NOAA) has issued a notice announcing that it has renewed the affirmative finding for the Government of Mexico under the Marine Mammal Protection Act (MMPA). This affirmative finding allows yellowfin tuna harvested in the Eastern Tropical Pacific in compliance with the International Dolphin Conservation Program (IDCP) by Mexican-flag purse seine vessels or purse seine vessels operating under Mexican jurisdiction to be imported into the U.S., effective April 1, 2005 through March 31, 2006. NOAA explains that every 5 years, governments must request an affirmative finding and submit certain documentation. In addition, on an annual basis, NOAA will review the affirmative finding and determine whether the harvesting nation continues to meet the requirements. 2. FDA Draft Guidance on Bar Code Label Requirements

The Food and Drug Administration (FDA) has issued a notice announcing the availability of draft guidance for industry entitled, "Bar Code Label Requirements - Questions and Answers." According to FDA, its regulations require certain human drug and biological products to have on their labels a linear bar code that identifies the drug's National Drug Code (NDC) number. 3. State Dept's Int'l Telecommunication Advisory Committee Meeting

The State Department has issued a notice stating that the International Telecommunication Advisory Committee (ITAC) was scheduled to hold a meeting on June 16, 2005 to prepare positions for the next meeting of the ITU-T Study Group 3 (Tariff and accounting principles including related telecommunication economic and policy issues). 4. ITC Final Rule on Energy Consumption/Water Use of Home Appliances

The Federal Trade Commission (FTC) has issued a final rule, effective September 1, 2005, announcing that the current ranges of comparability required by the Appliance Labeling Rule for water heaters, room air conditioners, furnaces, boilers, and pool heaters will remain in effect until further notice. This final rule also revises 16 CFR 305.9 and certain appendices to reflect the latest figures for average unit energy costs and to clarify the applicability of certain cost figures.
