CBP Administrative Messages, Web Postings, Etc

U.S. Customs and Border Protection (CBP) has issued an administrative message stating that it has made a change for Northern Border direct arrival truck entries (mode of transportation - 30 and 31). CBP states that this change will allow CBP to make a district/port of entry change on an entry, in some cases.

1. Northern Border Entry "Port of Entry Change"

CBP explains that a district/port of entry change will be permitted only when the entry has been transmitted via the HI, cargo release or HN, border cargo release application and if FDA is not associated.

When the district port of entry has been changed, it will be reflected in the cargo release results R1, output record, positions 3-6. When the district port of entry has changed, the ABI filer must transmit the entry summary using the new district port of entry.

CBP adds in another administrative message, that district port code changes will not be permitted when an entry summary is on file. Because of this limitation, a district port code change will not be permitted for Remote Location Filed entries (RLF). For Remote Location Filed entries (RLF), the ABI filer has always received the preparer district port in the R1, output record and this remains the same.

2. HS Update Reflects Changes to Steel Import Licensing, OGA Flags, Etc.

CBP has issued an ABI administrative message announcing that its most recent Harmonized System (HS) update (No. 0503) contains:

Changes required by the verification of the 2005 Harmonized Tariff Schedule (HTS). (CBP notes that it will continue to verify the 2005 HTS for the remainder of the year).

Changes to the other government agency (OGA) flags on the tariff file.

Changes to the steel import licensing and surge monitoring system (SILSMS) certificate flag changes mandated by the steel import monitoring and analysis (SIMA) system. Effective June 9, 2005, SIMA is replacing SILSMS. These changes were published as an interim rule in the March 11, 2005 Federal Register.

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures indicated in the Customs and Trade Automated Interface Requirements (CATAIR).
